Introduction

In keeping with its vision of creating and maintaining a Public Service that is professional, highly motivated and responsive to the needs of our stakeholders, the Job Classification and Compensation Unit (JCCU) is mandated to develop, maintain and manage the job classification and compensation system for the Public Service.  The JCCU was established in April of 2015 as a project, but has now evolved into an operational unit to assist in advancing the Ministry’s role and responsibility as follows;

  1. Clarifying and improving organizational structure;
  2. Maintaining an “equal pay for equal work” policy – thus promoting equity and transparency of the system;
  3. Establishing meaningful clarity to job functions, roles and relationships, job specifications, requirements and compensation.

Roles & Responsibilities

The main responsibility of Classification and Compensation Unit is to establish and maintain a credible classification and compensation system for the entire Belize Public Service.  The Unit performs significant analysis of workforce changes and labour market trends to organize and define different types of jobs and to determine requirements, job specifications and compensation for public officers.  To achieve its core functions, therefore, the JCCU:

  1. Collects and analyses data on all jobs and develops or revises job descriptions and job specifications for all positions.
  2. Undertakes job evaluation/classification development, implementation, and maintenance of the system. This includes reclassification, redesignation and regrading of existing Jobs.
  3. Develops and implements new job evaluation systems and manages and maintains the existing system.
  4. Establish and implements new pay scales, and manages and maintains the existing ones.
  5. Develops and implements salary/wage administration policies and ensures that the anomalies are eliminated from the compensation system.
  6. Provides advisory services in wage negotiation with associations/unions representing public officers, and in the management of grievances and disputes relating to the job classification and compensation system.
