Overview

The main object of the Accounts and Finance Unit within the Ministry of the Public Service, Constitutional and Political Reform and Religious Affairs is similar to that in any other Government Ministry or Department.  The Unit promotes greater efficiency within the Ministry since it relieves the Accounting Officer (Chief Executive Officer) of a significant amount of routine work as it relates to financial and stores matters. The function of the Unit is also to improve the system of control of public expenditure and stores (Financial Orders, 1965).

Roles & Responsibilities

The Accounts and Finance Unit provides financial information and advice to the Chief Executive Officer that is crucial in directing other Heads of Unit in the implementation of the Ministry’s goals and objectives.

The Unit also has the responsibility of carrying out the regular accounting activities for the Ministry which includes providing other Units with information and support required by them to acquire resources to carry out their assigned responsibilities.

In addition to those duties, the Accounts and Finance Unit conducts activities for the wider public service such as the payment of: 

    1. Salary commitments for public officers on study leave,
    2. Financial assistance for approved courses of training for public officers,
    3. Transfer Grant/Commuting Allowance for public officers,
    4. Warm Clothing Allowance for public officers; and
    5. Management of rentals for the public service – Office Space and Dwelling Quarters

Accounts/Finance Unit headed by Mrs. Sonia B. Ojeda-Pat, Finance Officer I. A career Public Officer of 26 years of service. Performing duties in the capacity of Finance Officer since 2009, have worked in different Ministries and has been at the Ministry of the Public Service, Constitutional and Political Reform and Religious Affairs since October 2016.

The Finance Officer I in the Accounts/Finance Unit is assisted by Ms. Joan Alpuche, Finance Officer III. Ms. Alpuche is a career Public Officer for 17 years. She joined the unit since January 2023 in the capacity of Finance Officer III. She is the direct Supervisor of both clerks in the unit and works close with the Finance Officer I.
